Ukraine's Drones Hit Perm Twice in 24 Hours. Russia's Oil Infrastructure Is Burning.

Ukraine's drones found Perm on April 29. They came back April 30. On consecutive nights, Ukrainian strikes hit one of Russia's largest oil refineries and a critical Transneft pumping station more than 1,500 kilometers from the Ukrainian border. A chemical emergency alert went off across the city. Russian officials said it was a scheduled test.

Nobody believes them.

Two Nights, Two Targets, One Message

The Security Service of Ukraine's Special Operations Centre Alpha confirmed responsibility for both strikes. On April 29, drones hit the Perm LPDS, a critical node in the Transneft pipeline network responsible for pumping, storing, and distributing oil through Russia's trunk pipeline system. Most of the facility's oil storage tanks reportedly caught fire.

The following night, the primary target was the Lukoil-Permnefteorgsintez oil refinery, one of Russia's most technologically advanced refining facilities, processing nearly 13 million tonnes of crude per year. The AVT-4 unit, a key component of primary oil distillation, took a direct hit. The vacuum and atmospheric distillation towers ignited. The unit is out of operation.

Perm region Governor Dmitry Makhonin said workers were sheltering in place and claimed there was "no significant damage." Satellite imagery and resident video showed black smoke rising across the city skyline.

Chemical Alert, Official Denial

At almost the exact moment drones hit Perm's industrial zone on April 30, sirens across the city triggered a chemical emergency alert. Residents reported a distinct chemical odor and visible white smoke. Officials acknowledged the alert but offered a remarkable explanation: it was a routine test. They declined to explain why the test coincided precisely with a drone strike on a petroleum refinery.

The Kyiv Post reported the city was hit twice within 24 hours. Local Telegram channels filled with video of the sky over Perm turning orange and black.

Distance No Longer Protects Russia's Rear

Perm sits deep in the Ural Mountains, well over 1,500 kilometers from Ukraine's front lines. For most of the war, Russia's eastern industrial base has operated without meaningful threat. That calculus is changing.

The SSU framed both strikes as a deliberate signal. "The enemy must understand a simple fact: it no longer has a 'safe rear,'" the agency stated. "Distance no longer guarantees protection. Every region where enterprises support the war against Ukraine is within reach."

Ukraine has escalated its drone campaign against Russian energy infrastructure throughout early 2026, targeting refineries, pipeline nodes, and fuel depots from Tuapse to Orsk to Perm. Bloomberg reported that the strikes have curtailed Russian oil exports and complicated Moscow's ability to fund the war as global energy markets remain volatile.

Two nights. Two targets. One refinery's primary distillation unit destroyed. Russia told the world there was no significant damage. Perm's residents could see the fires from their windows.
