Ukraine Hit Russia's Tuapse Refinery Three Times. Oil Is Literally Falling From the Sky.

Ukrainian drone strikes on the Tuapse oil terminal, one of Russia's largest petroleum export facilities, have triggered a regional environmental catastrophe. Three attacks in under two weeks have blanketed the Black Sea city of Tuapse in toxic black rain, poisoned its coastline and river, and forced evacuations of surrounding neighborhoods.

Three Strikes, One Collapsed Refinery

The Tuapse refinery, operated by Rosneft with an annual processing capacity of 12 million tonnes of crude oil, was struck on April 16, April 20, and April 28, 2026. Each wave compounded the last.

The first attack ignited massive fires across fuel storage areas and port infrastructure. The blaze burned for three days, forcing a complete halt of refinery operations. The second strike reignited the fires and sent a plume of thick black smoke visible across the region. Air quality monitoring found concentrations of benzene, xylene, and soot at three times above safe levels. Residents were told to stay indoors, seal their windows, and wear masks outside.

The third wave came on April 28, before the previous fires had even been fully extinguished. More than 160 firefighters were deployed. Surrounding buildings were evacuated. At least one person was killed and multiple others injured. The refinery has suspended operations indefinitely.

A City Poisoned From the Sky

When cleanup volunteer Sergei Solovev arrived from Sochi, 116 kilometers down the coast, the damage was already visible everywhere. "Oil is literally falling from the sky," he told Al Jazeera. "We can't breathe. The entire city reeks of fuel oil, dripping onto cars."

The fires triggered black rain, a toxic weather phenomenon where water droplets blackened by soot and ash fall from the sky. It was last seen in Hiroshima after the 1945 atomic bomb, and in Kuwait when oilfields burned during the Gulf War. Now it is falling on southern Russia.

By the end of the April 20 strike, eight storage tanks had been destroyed. Spilled petroleum flowed into the Tuapse River and out into the Black Sea. Oil spread along 20 kilometers of coastline. Volunteers collected oil-soaked dogs, cats, and birds and set up animal rescue centers.

The War Russia Made, Now Burning Its Own Backyard

Ruslan Khvostov, chairman of Russia's Green Alternative party, warned the damage could take a decade or longer to reverse. "Oil products settle in the bottom sediments of the Black Sea, disrupting the food chain," he told Al Jazeera. "Biodiversity restoration will take five to 10 years or longer."

Witold Stupnicki, senior analyst at the Armed Conflict Location and Event Data project (ACLED), called the strikes a calculated campaign. "The repeated strikes on Tuapse, three times in under two weeks, show that Ukraine is carrying out a sustained campaign where compounding damage prevents recovery," he said. "Ukraine is likely to continue and probably escalate this campaign."

Ukraine acknowledged all three strikes, stated they were carried out as part of efforts to reduce the military and economic potential of the Russian aggressor. The Tuapse terminal is a key node in Russia's petroleum export chain. Taking it offline hits both the supply and the revenue stream that funds the war.

The destruction is real. The costs are now falling on a Russian city, its Black Sea coast, and its wildlife. The war Russia launched is returning to Russian soil, one drone strike at a time.
