Putin Goes Underground: Coup Fears, Drone Threats, and a Kremlin Afraid of Its Own Shadow

Vladimir Putin has retreated from public life into a network of underground bunkers, as Russia sharply tightens security around its president amid deepening fears of assassination and an internal coup. According to the Financial Times, CNN, and multiple intelligence-linked sources, Putin has spent weeks at a time in secure facilities in southern Russia, directing the Ukraine war from below ground while state media broadcasts recorded footage to project a veneer of normalcy.

The Bunker State

Putin's public appearances in 2026 have dropped to near zero. He has made only two confirmed appearances this year, compared to 17 external activities in the prior year. State media has been recycling recorded footage to maintain the illusion of routine, while the president operates from hardened facilities in the Krasnodar region.

The Kremlin's security apparatus has implemented sweeping new protocols. Staff in Putin's immediate circle, including cooks, photographers, and bodyguards, have been barred from public transport and banned from using mobile phones or internet-connected devices anywhere near him. Surveillance systems have been installed in their homes. FSO (Federal Protective Service) agents conduct large-scale sweeps with dog units and have been stationed along the banks of the Moscow River, ready to respond to any drone approach.

Two Threats, One Bunker

The reports identify two overlapping threats Putin is managing simultaneously: external drone strikes, and an internal coup.

On the external front, Ukraine's drone program has demonstrated it can reach deep into Russian territory. The assassination fear centers on the possibility that someone inside the political or military elite could guide a drone strike directly to him. On the internal front, former Defense Minister Sergei Shoigu is specifically flagged in intelligence assessments as a coup risk. Shoigu retains significant influence within Russia's military high command, a fact the Kremlin has not been able to fully neutralize since Prigozhin's 2023 mutiny exposed the fragility of Putin's hold on the armed forces.

What Isolation Signals

A leader who cannot appear in public, whose staff is under permanent surveillance, and who governs from a bunker is not projecting strength. He is managing threat from within.

Putin's isolation is structural, not incidental. Three years into a war he said would last days, with an economy deformed by sanctions, a military bled dry by attrition, and an inner circle surveilled and barred from smartphones, the Kremlin is not operating from confidence. It is operating from fear. The tightening security protocols are not a sign of a regime consolidating power. They are a sign of a regime that has stopped trusting itself.

For Ukraine, a paranoid and isolated Putin is a dangerous adversary, but also a constrained one. Leaders who govern from bunkers make slower decisions, receive filtered information, and lose touch with battlefield realities. That dynamic is already visible in Russia's conduct of the war.

The question is whether the fear that has locked Putin underground will eventually accelerate the internal fracture that forced him there.
