The House Promised To Ban Their Own Stock Trading. They Missed The Q1 Deadline.

On January 14, 2026, the House Committee on Administration advanced the Stop Insider Trading Act out of committee on a 7 to 4 vote.

The bill is modest. It would prohibit members of Congress, their spouses, and their dependent children from buying individual publicly traded stocks. It would require a seven-day advance notice before selling existing holdings.

House GOP leadership promised a floor vote within the first quarter of 2026.

Q1 ended on March 31.

There has been no floor vote.

"Pass the Stop Insider Trading Act without delay"

That quote is President Trump's, from his State of the Union address earlier in 2026.

Even the president who benefits most from trading on market-moving information asked Congress to pass the bill.

Who's blocking it

Nobody, officially. That is the point.

There is no named member leading opposition to the bill. There are no speeches on the floor denouncing it. There is no well-funded lobby publicly fighting it. It simply does not come up for a vote.

The Speaker controls the House floor calendar. Speaker Mike Johnson could schedule the vote at any time.

He has not scheduled the vote.

Rep. Bryan Steil, the committee chair who introduced the bill, has not publicly pressed for a timeline. Leadership has quietly deflected. The quarter ended. The clock ticked. Members kept trading.

The House's actual job

The House of Representatives is, constitutionally, closest to the people. Two-year terms. 435 members. Appropriations originate here. Impeachments originate here.

It is also the chamber whose own members are trading stock in the companies whose regulatory fate they are deciding. Given a clear, popular, bipartisan chance to end that practice, they have chosen to just not vote on it.

"For sale" isn't a metaphor. It is the observable behavior.
