Ukraine Hits Russian Oil 1,200km Away. Moscow Threatens Europe. Germany Sends More.

Ukrainian long-range drones struck Russian oil refineries in Bashkortostan and Nizhny Novgorod during the first two weeks of April 2026, hitting targets more than 1,200 kilometers from Ukraine's borders. The strikes were among the deepest Ukraine has ever landed on Russian territory, damaging or destroying enough Russian oil and gas infrastructure that Moscow publicly threatened European countries against funding Ukraine's drone production. Russia's response to getting hit inside its own borders: blame the countries making it possible.

As of April 20, 2026, Russian forces launched 206 combat engagements in a single day, dropped 146 guided aerial bombs, deployed 4,887 kamikaze drones, and conducted 2,237 shelling attacks on populated areas. Ukraine's defenders repelled the assaults. Russia's territorial gains over the four weeks from March 17 to April 14, 2026, according to Institute for the Study of War data compiled by Russia Matters, amounted to a net loss of one square mile of Ukrainian territory. In the single week of April 7 to 14, Russia lost 13 square miles.

Russia has now lost more than 1,321,450 military personnel since February 24, 2022. At this pace of attrition, Moscow is spending lives at a rate no democratic government could sustain politically. Putin sustains it because the Russian state controls the information environment, suppresses dissent, and has no accountability to the people it is grinding into the soil of eastern Ukraine.

Germany Steps Up as the U.S. Steps Back

Germany committed 300 million euros to Ukraine's long-range strike capability in April 2026, and separately pledged investment in 5,000 mid-range attack drones. Norway signed a joint drone production agreement with Ukraine and donated 560 million euros for front-line drone support.

European commitments are growing precisely because the Trump administration's support has become unreliable. The administration blocked a military aid package earlier this year, delayed intelligence sharing, and has signaled openness to a settlement framework that would require Ukraine to cede territory Russia has not fully occupied. European leaders are building the supply chains and production partnerships that could sustain Ukraine's defense independent of American political cycles. They are not waiting for Washington.

Russia's Threat to Europe Is an Admission of Weakness

When Russia threatens European countries for funding Ukraine's drones, it is acknowledging that the drones are working. The strikes on Bashkortostan and Nizhny Novgorod are not symbolic gestures. They are attacks on Russia's energy export revenue, the money that funds the shells, drones, and soldiers being thrown at the front.

Strikes this deep inside Russian territory are also politically embarrassing for a government that has told its population the war is going well. They demonstrate that the conflict has come to Russia, not just to Ukraine. Every refinery hit is a message the Kremlin cannot easily explain away on state television.

The Front Is Holding

The numbers from ISW and the Ukrainian Defense Forces tell a consistent story in April 2026: Russia is spending enormous resources to move very little ground. The 206 combat engagements on April 20 represent an intensity that, at this scale, typically signals a major push. The push is not producing breakthroughs. Ukrainian defensive lines are absorbing attacks that would have collapsed them two years ago.

Ukraine is holding because European partners are delivering, because Ukrainian industry has scaled drone production domestically, and because Ukrainian soldiers have fought with a consistency and commitment that no analyst predicted could be sustained four years in.
